Does an RTR boat include a radio transmitter?
Usually yes, but check each product page: some models may still require batteries or an additional battery pack.

Can I use an RC boat at sea?
Only in very calm conditions and when the manufacturer permits it. A pond, lake or pool is safer for most models.
